The Jammu and Kashmir government has initiated a significant administrative reshuffling within its Finance Department, involving the transfer and reassignment of over 70 officers. This large-scale movement is intended to enhance administrative efficiency and streamline financial operations across various departments and districts. The directive, issued under Government Order No. 174-F of 2026 on April 30, 2026, mandates that these changes take effect immediately, reflecting a concerted effort to bolster the functioning of the financial administration.

As per information available with TahirRihat.com, the reshuffle sees several senior officials taking on new responsibilities. Mr. Iftikhar Hussain Chouhan, who previously served as Director Finance in the Information Technology Department, has been entrusted with the additional charge of Director Finance within the Chief Minister’s Secretariat. Concurrently, Ms. Naila Zahoor Chib, formerly Director Finance at Police Headquarters J&K, has been transferred and posted to the Accountancy Training Institute in Srinagar, where she will also serve as Director Finance. These appointments signal a strategic placement of experienced personnel in critical oversight roles.

Further adjustments include the relocation of Mr. Yasir Sharief from Saddar Treasury Jammu to the J&K Sports Council, where he will assume the role of Financial Advisor/Chief Accounts Officer. Mr. Sachin Verma has been appointed as the new Treasury Officer for Saddar Treasury Jammu, taking over from Mr. Sharief. In another key placement, Mr. Manohar Lal has been moved to JPDCL Kathua to serve as Chief Pay & Accounts Officer, a move expected to strengthen financial management within the power distribution company.

The impact of this reshuffle extends to the crucial health and education sectors, with several officers being repositioned to enhance financial oversight. Mr. Mohd Ayoub Lone has been posted as District Treasury Officer in Anantnag, a district with significant financial transactions. Ms. Nuzhat Mushtaq has been assigned the role of Financial Advisor/Chief Accounts Officer at the Government Medical College in Srinagar, a move anticipated to improve financial governance in a major healthcare institution. These placements underscore the government’s commitment to ensuring robust financial management in public service delivery areas.

A substantial number of Chief Accounts Officers have also been repositioned as part of this extensive reorganization. Mr. Irfan Majid has been assigned to the J&K Road Transport Corporation, a move that could lead to improved financial planning and operational efficiency within the transport sector. Mr. Nishad Akhtar has been transferred to the Police Headquarters in Srinagar, where he will serve as Chief Accounts Officer, likely to oversee the financial operations of the police force. Mr. Mohd Iqbal Pedhar has been appointed as Chief Accounts Officer in SICOP, an organization involved in industrial development, suggesting a focus on financial acumen in supporting economic growth initiatives.

The district-level implications of this reshuffle are also considerable, with officers being shifted across Kupwara, Pulwama, Kulgam, Baramulla, Ganderbal, and other districts. Notably, Mr. Farooq Ahmad Lone has been posted as District Treasury Officer in Pulwama, a district that has seen significant developmental activities. Mr. Belal Ahmad Lone has been reassigned to the Directorate of Industries and Commerce in Srinagar, indicating a focus on financial support for industrial ventures. The order also includes provisions for officers awaiting promotion, who have now been placed in positions such as Chief Accounts Officers or District Treasury Officers in various departments and districts, providing them with opportunities to gain experience and contribute to the administration.

The government has articulated that the primary objective behind these widespread transfers is to foster enhanced efficiency, ensure superior financial governance, and cultivate improved coordination among the various governmental departments.
