Railways, Bharat Petroleum ink pact to develop Gati Shakti cargo terminal in Jammu

The Indian Railways and Bharat Petroleum Corporation Limited (BPCL) have entered into an agreement to jointly develop a Gati Shakti multi-modal cargo terminal on the outskirts of Jammu city. The initiative aims to enhance freight movement and bolster the energy supply chain within the region, marking a significant step in infrastructure development and logistics efficiency for Jammu and Kashmir and Ladakh.

The agreement, formalized between Senior Divisional Commercial Manager Uchit Singhal, representing the Jammu division of the Railways, and Territory Manager (Retail) Jammu, Chandan Chauhan, on behalf of BPCL, underscores a collaborative effort to optimize the transportation of petroleum products. The project aligns with the central government’s Gati Shakti initiative, designed to improve coordination between various ministries and state governments for infrastructure development projects.

The planned terminal at Bajalta is poised to streamline the logistics for the Jammu common user facility, ensuring a more reliable and efficient movement of petroleum products. With a substantial storage capacity of 109,225 kilolitres, the terminal is equipped to handle two rakes per day. This capacity enables a monthly supply of approximately 162,000 metric tonnes of petroleum products, according to the memorandum of understanding (MoU). The facility will incorporate modern tank wagons, which are intended to improve the safety and efficiency of handling operations.

Officials anticipate that the terminal will be operational by the end of the current month, marking a rapid turnaround from agreement to implementation. The project is viewed as a critical measure to secure a consistent, year-round fuel supply to the strategically important regions of Jammu and Kashmir, and Ladakh, addressing potential supply chain vulnerabilities.

Speaking on the occasion of the agreement signing, Uchit Singhal highlighted the broader benefits of the project. He noted that the commissioning of the terminal would alleviate the burden of tank lorries on Jammu city roads, thereby facilitating smoother traffic flow and reducing congestion. This shift from road to rail for freight movement is expected to decrease carbon emissions, lower logistics costs, and enhance efficiency for industries, contributing to both economic and environmental benefits for the region.

Singhal also emphasized the employment opportunities that the project would generate, both directly and indirectly, further contributing to the socio-economic development of the area. The transportation of petroleum products via dedicated tank wagons and a modern terminal is designed to significantly improve safety, health, and environmental standards, reflecting a commitment to sustainable development practices.

The terminal’s design includes advanced automation and robust rail-road connectivity, positioning it as a key logistics hub for the region in the long term. This infrastructure development is critical for supporting economic growth and ensuring the reliable supply of essential resources to Jammu and Kashmir, and Ladakh. The Gati Shakti initiative, under which this project falls, aims to create integrated infrastructure development to reduce logistics costs and boost the economy.

The broader context of the Gati Shakti plan involves a digital platform that brings together 16 ministries, including railways and roadways, to facilitate integrated planning and coordinated implementation of infrastructure connectivity projects. This approach is intended to address issues such as disjointed planning, lack of standardization, and delays in clearances, which have historically hampered infrastructure development in India.
