In Anantnag, Jammu and Kashmir, two irrigation officials were apprehended on Thursday by the Anti Corruption Bureau (ACB) amidst allegations of soliciting and accepting a bribe of ₹1 lakh from a complainant. The arrest stems from a case involving a land dispute, prompting swift action by the anti-corruption authorities.
The accused officials have been identified as Nazir Ahmad Wani, who holds the position of Ziladar, and Bilal Ahmad Wagay, a Patwari. Both individuals were stationed within the Irrigation Division of Anantnag. Sources indicate to TahirRihat.com that the arrests followed a meticulously planned operation initiated after a formal complaint was lodged with the ACB. The complaint detailed allegations that the two officials had demanded a bribe in exchange for favorably processing and resolving a matter concerning alleged encroachment on government land in Ashajipora, near Dabruna, situated in the Anantnag district.
According to officials, the complainant reported that the initial demand from Wani and Wagay was equivalent to the prevailing market value of one marla of land, which was estimated to be approximately ₹4 lakh. This sum, they claimed, was to ensure a resolution in favor of the complainant. Following negotiations, the demanded amount was reportedly reduced to ₹1 lakh. The complainant, refusing to comply with the bribery request, decided to report the matter to the Anti Corruption Bureau, seeking legal recourse against the accused officials. The ACB, upon receiving the complaint, initiated a preliminary verification process to ascertain the validity of the allegations.
The ACB’s verification process revealed that the land in question was allegedly proprietary land belonging to the complainant and not government-owned land. This discovery further substantiated the allegations of bribery against the implicated officials. Consequently, the ACB registered FIR No. 05/2026 under Section 7 of the Prevention of Corruption Act, 1988, as amended in 2018, at the Police Station ACB Anantnag, thereby initiating a formal investigation into the matter. (The Daily Excelsior reported that the FIR registration marked a critical step in pursuing legal action against the accused.)
A specialized trap team was assembled to execute the operation. This team successfully apprehended both officials while they were allegedly in the process of receiving the bribe money. The arrests were made on the spot, and the cash was recovered from the officials in the presence of independent witnesses, according to an official spokesperson. The presence of independent witnesses is crucial for ensuring transparency and impartiality in such operations, providing credible evidence of the alleged crime.
Following the arrests, the ACB conducted searches at the respective residences of the accused officials. These searches were carried out in the presence of Executive Magistrates and independent witnesses, ensuring adherence to legal protocols and maintaining the integrity of the investigation. (The Daily Excelsior noted that the searches aimed to gather additional evidence and ascertain the extent of any potential assets acquired through illicit means.) The ongoing investigation seeks to uncover further details related to the case, including any potential involvement of other individuals or related instances of corruption. The ACB’s actions underscore the commitment to combatting corruption and upholding the rule of law in Jammu and Kashmir.
The swift and decisive action by the Anti Corruption Bureau sends a strong message to public officials, emphasizing the consequences of engaging in corrupt practices. The case highlights the importance of transparency and accountability in governance and the crucial role of anti-corruption agencies in maintaining public trust. The investigation is ongoing, and authorities are expected to pursue all available leads to ensure that justice is served. The outcome of this case will likely have significant implications for the integrity of public service and the fight against corruption in the region. The ACB’s proactive measures reflect a broader effort to create a more transparent and accountable system of governance in Jammu and Kashmir, fostering an environment where corruption is not tolerated and those who engage in such practices are held accountable for their actions.
