The State Election Commission (SEC) in Jammu & Kashmir has finalized the Panchayat Electoral Rolls for 2026, marking a significant step towards the upcoming local body elections. The updated rolls reflect a substantial increase in voter registration, setting the stage for what is expected to be a closely watched democratic exercise across the Union Territory.

The culmination of this comprehensive revision process, with April 1, 2026, as the qualifying date, follows the release of the Draft Electoral Roll on March 27, 2026. This revision included a structured schedule for addressing claims, objections, and conducting thorough verification procedures. The commission facilitated a 40-day window, starting March 27 and closing May 5, 2026, during which eligible citizens could file claims and objections related to the electoral roll. According to reports, Electoral Registration Officers meticulously examined and resolved all submissions by May 14, 2026. Following this rigorous process, the Final Electoral Rolls were officially published on May 21, 2026, clearing the path for the much-anticipated panchayat elections.

The revision exercise saw a robust addition of 3,39,384 new voters being included in the electoral rolls. However, 1,13,344 names were removed from the list due to various reasons, including deaths, relocations, instances of duplication, and other valid grounds. In addition to these changes, corrections were made to the particulars of 17,664 voters, and 31,590 voters were transposed to their correct locations within the rolls. The final count of electors now stands at 72,24,131, comprising 36,62,502 male voters, 35,61,488 female voters, and 141 third-gender voters. This represents a net increase of 2,26,040 voters compared to the previous revision, which concluded in January 2025 with 69,98,091 voters and a qualifying date of January 1, 2025.

According to the State Election Commission, the revision process witnessed substantial participation from eligible citizens, with a total of 5,10,285 forms being received during the designated period. These forms were diligently processed by Panchayat Election Booth Officials, Assistant Electoral Registration Officers, and Electoral Registration Officers, all adhering to the procedures and timelines established by the Commission.

To maximize public awareness and participation, the SEC implemented extensive Systematic Voters’ Education and Electoral Participation (SVEEP) campaigns. These initiatives utilized various channels, including print and electronic media, featuring radio jingles, voter appeals by the State Election Commissioner, and regular newspaper advertisements. District authorities further amplified these efforts by deploying hoardings, mobile awareness vans, and other SVEEP methods, all aimed at ensuring that no eligible voter was left out of the process.

State Election Commissioner Shantmanu acknowledged the collaborative efforts of various stakeholders, including District Panchayat Election Officers, EROs, AEROs, PEBOs, the staff of the State Election Commission, and the Rural Development & Panchayati Raj Department, as well as representatives from different political parties. He also expressed gratitude to the public for their active participation and cooperation, which were instrumental in the successful completion of the revision exercise.

The SEC specifically commended the enthusiastic response from the youth, who turned out in significant numbers to enroll in the Panchayat Electoral Roll 2026. Their participation contributed substantially to the addition of 3.39 lakh new voters to the rolls, highlighting the increasing political awareness and engagement among the younger generation.

The finalized electoral rolls are expected to play a crucial role in ensuring free, fair, and transparent panchayat elections across Jammu and Kashmir, empowering local communities and strengthening democratic governance at the grassroots level.
