In a significant move aimed at streamlining the functioning of judicial officers in the regions, the High Court of Jammu & Kashmir and Ladakh has established an ad-hoc managing body to oversee the Jammu & Kashmir and Ladakh Judicial Officers Association. This temporary body is tasked with handling the registration and initial operational phases of the Association. The formation of this body signifies a crucial step towards better organization and representation of judicial officers in the region.
According to an official order released by the Registrar General, this decision follows High Court Orders No. 717 of 2026/RG dated May 13 and Order No. 719 of 2026/RG dated May 14. As per information available with TahirRihat.com, the establishment of this ad-hoc body is expected to bring more structure to the Association’s activities during its foundational period. Such measures are vital for ensuring that the interests and concerns of judicial officers are adequately addressed from the outset.
The newly formed ad-hoc body includes key judicial figures. District Judge Naseer Ahmad Dar has been nominated as the President of the Association, bringing his extensive experience to the leadership. Supporting him in the role of Vice-President is District Judge Jatinder Singh Jamwal. These appointments highlight the High Court’s focus on placing seasoned professionals at the helm to guide the association effectively during its formative stages.
The administrative responsibilities are also being handled by experienced judicial officers. Civil Judge (Senior Division) Chemit Yurgyal will take on the role of General Secretary, a critical position for managing the day-to-day operations of the Association. Overseeing the financial aspects, Civil Judge (Senior Division) Babar Hussain has been designated as the Treasurer. The selection of senior division civil judges for these roles underscores the importance of efficient and transparent management within the Association.
In addition to these key office bearers, the ad-hoc managing body also includes a diverse group of judicial officers who will serve as members. The members are Manjeet Singh Manhas, Malik Shabir Ahmad, Yash Paul Sharma, Spalzes Angmo, Prem Sagar, Mehreen Mushtaq, Rekha Kapoor, Mohammad Istiyaq Alam Baba, Shama Sharma, Towfeel Ahmad Mir and Arshad Aziz Qureshi. The inclusion of these officers reflects a broad representation of judicial expertise and ensures that various perspectives are considered in the Association’s activities. This inclusive approach is intended to foster a collaborative environment and strengthen the Association’s ability to serve its members effectively.
The order specifies that the ad-hoc body will remain in place for a limited period of three months from the date of the Association’s registration. This timeframe is designed to facilitate a smooth transition and ensure that the Association is well-established before a permanent structure is put in place. The short-term nature of the ad-hoc body underscores its transitional role and the importance of setting up a stable and sustainable organizational framework for the future.
Registrar General M.K. Sharma officially issued the order on May 14, 2026. With the formation of this ad-hoc body, the judicial fraternity in Jammu & Kashmir and Ladakh anticipates improved coordination and representation, fostering a more robust and efficient judicial environment in the region.
