Jammu and Kashmir Chief Secretary Atal Dulloo convened a high-level meeting on Friday to scrutinize the progress of infrastructure restoration and reconstruction initiatives following devastating floods and landslides. The review focused on projects undertaken through the Disaster Component of the Special Assistance to States for Capital Investment (SASCI) and the Post-Disaster Needs Assessment (PDNA)-based Recovery and Reconstruction package, both sanctioned by the Ministry of Home Affairs (MHA). The Chief Secretary underscored the critical need for the expeditious completion of all restoration works, urging departments to significantly ramp up execution to ensure the full utilization of SASCI funds within the stipulated timelines. He emphasized strict adherence to the scheme’s sunset provisions, ensuring that all projects are finalized within their prescribed periods.
Information reaching TahirRihat.com suggests that Mr. Dulloo directed all relevant departments to promptly finalize and submit any pending permanent restoration projects identified under the PDNA framework. Furthermore, he instructed them to forward additional restoration proposals amounting to approximately Rs 232 crore to the Finance Department for further evaluation and approval. To maintain transparency and prevent any overlap in funding, the Chief Secretary mandated that all departments provide certificates confirming that the projects proposed under SASCI and PDNA are not receiving financial support from any other scheme or source. He made it unequivocally clear that no financial claims would be processed without the submission of these essential certifications.
During the comprehensive review, Additional Chief Secretary, Finance, Shailendra Kumar, presented a detailed overview of the financial assistance received, departmental allocations, project portfolios, and the current implementation status across both funding mechanisms. These initiatives are designed to rebuild public infrastructure that sustained damage and to bolster the region’s resilience against future natural calamities. Mr. Kumar informed the attendees that Jammu and Kashmir has been allocated an additional Rs 1,431 crore under the Disaster Component of SASCI. This significant financial support is earmarked for the restoration and reconstruction of infrastructure damaged by natural disasters, as well as for implementing mitigation measures aimed at reducing the risk of future disaster impacts.
The meeting was apprised of the allocation breakdown based on the recommendations of a high-level committee. The Public Works Department received the largest share, with Rs 860 crore allocated for its restoration projects. Following closely, the Jal Shakti Department was assigned Rs 315 crore, the Power Development Department received Rs 173 crore, the Agriculture Production Department was allocated Rs 51 crore, and the Youth Services and Sports Department received Rs 32 crore. The approved financial assistance encompasses a wide array of sectors, including housing, education, healthcare facilities, public infrastructure, road networks, drinking water supply systems, sanitation, power grids, irrigation channels, agricultural land, tourism infrastructure, horticulture, and environmental restoration efforts. The largest portion of this assistance has been directed towards infrastructure sectors, particularly roads, buildings, power supply networks, and water supply systems, which bore the brunt of the damage during the past natural disasters.
The Chief Secretary’s directive for accelerated project completion highlights the urgency in rebuilding essential services and infrastructure in Jammu and Kashmir. The substantial financial outlay from the Ministry of Home Affairs signifies a concerted effort to not only repair the damage but also to invest in long-term disaster preparedness. The emphasis on transparency and the prevention of funding duplication underscores a commitment to efficient resource management. The detailed breakdown of allocations across various departments indicates a multi-sectoral approach to recovery, addressing the diverse needs of the region. The focus on infrastructure, which is crucial for economic activity and daily life, suggests a priority placed on restoring connectivity, utility services, and public facilities. The inclusion of mitigation measures within the funding framework points towards a forward-looking strategy to enhance the region’s resilience against the increasing threat of natural disasters.
The review meeting served as a critical platform for inter-departmental coordination and accountability. By stressing the adherence to timelines and financial prudence, Mr. Dulloo aims to ensure that the allocated funds translate into tangible improvements on the ground. The successful implementation of these restoration projects is vital for the economic recovery and the well-being of the residents of Jammu and Kashmir, who have been significantly impacted by past natural calamities. The ongoing efforts reflect a sustained commitment from the central government to support the region’s development and disaster management capabilities. The detailed reporting of financial assistance and departmental responsibilities provides a clear roadmap for the ongoing reconstruction efforts, ensuring that progress is monitored closely and challenges are addressed proactively. The comprehensive nature of the approved assistance, covering a broad spectrum of sectors, demonstrates a holistic approach to rebuilding and strengthening the region’s infrastructure and community resilience.
