NITI Aayog Vice Chairman Dr. Ashok K. Lahiri has advised the Ladakh administration to pivot its development strategy towards capitalizing on the Union Territory’s distinctive assets, including its natural resources, rich cultural heritage, human capital, and substantial renewable energy potential. This guidance comes at a time when Ladakh is grappling with a widening fiscal deficit, characterized by a growing disparity between revenue generation and expenditure. Dr. Lahiri stressed the critical need for an unwavering focus on environmental sustainability and the establishment of robust, long-term livelihoods for its residents.
During a high-level meeting chaired by Dr. Lahiri, key economic development priorities for Ladakh were reviewed. The meeting, which included Chief Secretary Ashish Kundra and Administrative Secretaries of the UT, delved into ongoing projects and significant challenges across vital sectors such as infrastructure, connectivity, education, tourism, energy, water management, and employment. Information reaching Tahir Rihat suggests that the Chief Secretary provided a comprehensive overview of Ladakh’s macroeconomic standing, detailing budget allocations since the UT’s formation in 2020-21, trends in revenue mobilization, expenditure patterns, and the composition of tax and non-tax revenues. He also presented data on UT GST collections, the financial health of the power sector, and the escalating gap between revenue and expenditure. Furthermore, the briefing highlighted the primary financial and economic hurdles confronting the UT, alongside sector-specific Gross State Domestic Product (GSDP), Gross State Value Added (GSVA), and employment statistics.
Discussions at the meeting also addressed critical infrastructure deficits, particularly in the energy and connectivity domains. A thorough review of current and proposed initiatives was undertaken, encompassing the Revamped Distribution Sector Scheme (RDSS), significant power transmission projects, road connectivity enhancements, the development of a new domestic airport terminal, the expansion of 4G internet services, and other major infrastructure undertakings. Secretary, Power, Himanshu Gupta, provided an update on the ongoing efforts to extend electricity to remote areas, underscoring Ladakh’s immense capacity for solar and other forms of renewable energy generation. Tourism was identified as a primary engine for economic growth, with specific emphasis placed on developing niche tourism segments such as astro-tourism, winter tourism, and Buddhist and cultural tourism. The economic potential of Ladakh’s unique local products, including seabuckthorn, apricot, and pashmina, was also a significant point of discussion. The Chief Secretary emphasized the necessity of establishing modern processing facilities, promoting value addition, strengthening branding efforts, and forging more robust marketing linkages to elevate these products in national and international markets. Dr. Lahiri specifically highlighted the importance of fortifying the entire pashmina value chain, advocating for the preservation of traditional hand-spinning techniques and craftsmanship while strategically integrating modern technology and machinery.
In the education sector, Secretary, School Education, Bhanu Prabha, presented an overview of government and private schools, student enrollment figures, teacher availability, hostel facilities, and the key challenges faced. The meeting acknowledged the notable improvements in Ladakh’s performance in CBSE examinations. Dr. Lahiri underscored the need to bolster school infrastructure, proactively address dropout rates, meet hostel requirements, and intensify focus on STEM education, foundational literacy and numeracy, and skill development programs, with a particular emphasis on students from remote and disadvantaged regions. Water security was identified as a fundamental priority, with Dr. Lahiri emphasizing that reliable access to drinking water is a basic necessity and highlighting the significance of the Jal Jeevan Mission. The Chief Secretary reported that Ladakh has achieved 99.5 percent coverage under the Jal Jeevan Mission. The meeting also covered the AMRUT Mission, the protection of water sources, and the plantation of suitable native species.
Dr. Lahiri also reviewed the financial sustainability of the power sector, calling for measures to enhance revenue realization and operational efficiency. This included exploring the potential of net metering and decentralized renewable energy generation. He also examined female labor-force participation rates, advocating for increased opportunities for women and youth across various sectors. Discussions on employment and entrepreneurship focused on fostering viable enterprises in animal husbandry, sheep farming, poultry, hatcheries, and other local economic activities. The need for modern facilities, stronger market linkages, sustainable business models, and greater value addition was reiterated.
