The Jammu and Kashmir government is poised to revolutionize citizen-centric governance with the forthcoming launch of an artificial intelligence-powered conversational messaging platform. This innovative initiative will enable residents to access a significant number of key government services directly through WhatsApp, a widely used communication application. The move signifies a major stride towards simplifying administrative processes and enhancing public access to essential government functions.
A high-level meeting, chaired by Chief Secretary Atal Dulloo, convened on Tuesday to thoroughly review the preparedness of the Information Technology Department for the imminent rollout of this platform. The primary objective of this initiative is to integrate 100 high-footfall government services into the platform during its initial phase. This will empower citizens to apply for essential services, meticulously track the status of their applications, submit necessary documentation, facilitate payments, and receive official communications, all within the familiar confines of WhatsApp. The system is designed to eliminate the need for downloading multiple separate applications or navigating through various government portals, thereby streamlining the user experience.
Information reaching Tahir Rihat suggests that the platform will leverage Generative Artificial Intelligence (GenAI) to offer an integrated, multilingual, and interactive interface for accessing government services. Chief Secretary Dulloo underscored the critical importance of simplifying government-citizen interactions, stating that the initiative aims to significantly reduce procedural complexities. Furthermore, it is expected to minimize the necessity for physical visits to government offices, making essential services more accessible to citizens from the comfort of their homes. This approach is particularly anticipated to benefit individuals residing in rural and remote areas, providing them with a user-friendly interface that can function effectively even on low-bandwidth internet connections, a common challenge in such regions.
During the review of the implementation roadmap for the proposed Multi-Channel Conversational Messaging API Solution, the Chief Secretary issued directives to the IT Department. He emphasized the need for close coordination with line departments to ensure the early backend integration of the identified services. This integration is crucial for guaranteeing seamless service delivery once the platform is operational. Additionally, Chief Secretary Dulloo called for the establishment of robust performance benchmarking, comprehensive User Acceptance Testing (UAT), and adequate training for government functionaries. These measures are deemed essential to ensure the platform’s smooth and effective rollout, thereby maximizing its utility for the public.
Saurabh Bhagat, Commissioner Secretary of the IT Department, informed the meeting that Jammu and Kashmir currently provides access to 1,710 e-services through existing digital platforms such as e-UNNAT, ServicePlus, and Revenue Plus. From this extensive list, 100 frequently accessed services have been carefully shortlisted for the first phase of the WhatsApp initiative. This selection is intended to maximize public outreach and ensure that citizens experience immediate and tangible benefits. The range of services to be included is diverse and covers critical areas of citizen interaction with the government.
Among the services slated for integration are the issuance of vital certificates, including Income, Domicile, Caste, Economically Weaker Section (EWS), and Reservation Beneficiary of the Region (RBA) certificates. Citizens will also gain access to land records, such as Fard, Girdawari, Jamabandi, and Mutation details, directly through the platform. This digital access to land records is expected to significantly reduce the time and effort previously required for obtaining these crucial documents.
The Transport Department’s services are also set to be integrated, offering citizens convenience in managing their vehicle-related needs. This includes the issuance and renewal of driving licenses, facilitating vehicle ownership transfers, enabling the payment of e-Challans, and allowing participation in fancy number e-auctions. This comprehensive inclusion of transport services aims to simplify a often cumbersome administrative process for vehicle owners and drivers across the Union Territory.
Furthermore, the Housing and Urban Development Department will see its services made accessible via the WhatsApp platform. Residents will be able to apply for birth and death certificates, obtain building permissions, and secure No Objection Certificates (NOCs) for commercial establishments. This integration is expected to expedite processes related to vital civil registrations and property development, contributing to a more efficient urban governance framework.
