Jammu’s Divisional Commissioner, Ramesh Kumar, has urged government departments to identify innovative and farmer-centric applications of AgriStack data, aiming to significantly enhance agricultural planning, service delivery, and decision-making across the region. This directive was issued during a meeting of the Divisional Level Committee, which is tasked with formulating an action plan for the effective utilization of AgriStack and Farmer Registry data. Commissioner Kumar emphasized the critical need to move beyond mere data collection and instead focus on developing technology-enabled solutions that can deliver tangible benefits to the farming community.
Information reaching Tahir Rihat suggests that the Director of Agriculture Jammu, who also serves as the Member Secretary of the committee, presented a detailed overview of the potential applications of AgriStack data. These applications include crucial areas such as crop production assessment, the identification of agricultural shortages and surpluses, and the overall improvement of planning and delivery mechanisms for agricultural services. The Divisional Commissioner stressed that each proposed use case must clearly define the specific problem it aims to address, outline the necessary data requirements, delineate stakeholder responsibilities, detail the implementation mechanisms, and specify the expected outcomes.
Commissioner Kumar further called for a comprehensive exploration of AgriStack applications across various agricultural sectors. This includes agricultural extension services, crop insurance schemes, banking and credit support for farmers, marketing and mandi linkages, and the development of AI-driven predictive advisories. These advisories would cover critical aspects such as weather conditions, rainfall patterns, crop diseases, temperature variations, and essential farm operations, providing farmers with timely and actionable insights. The Jammu Divisional Commissioner directed the Departments of Agriculture, Horticulture, Animal Husbandry, Sheep Husbandry, Fisheries, and Cooperatives, along with key institutions like NABARD, Lead Banks, NIC, and Krishi Vigyan Kendras, to identify sector-specific use cases. These use cases must take into account the distinct topographical and agro-climatic conditions prevalent in different districts of the Jammu Division.
In a move to ensure localized relevance and effectiveness, Deputy Commissioners have been instructed to convene district-level consultations with all relevant stakeholders. These consultations are expected to result in the preparation of district-specific proposals that reflect the unique needs and challenges of each area. The Director of Agriculture Jammu has been assigned the responsibility of coordinating this entire exercise and compiling the recommendations submitted from all districts. The committee is scheduled to initially identify concrete use cases and subsequently refine them into implementable proposals that align with the established Terms of Reference and relevant government directives. Departments have been given a strict deadline of ten days to submit their inputs and presentations. These submissions will then be compiled and analyzed at the divisional level before being forwarded to the Union Territory Government for further consideration and action.
The meeting saw the participation of key officials and representatives from various government departments and allied agencies. Among those present were the Deputy Commissioners of all districts within the Jammu Division, the Director of Agriculture Jammu, the Director of Horticulture Jammu, the Director of Animal Husbandry Jammu, the Director of Fisheries Jammu, Additional Deputy Commissioners (ADCs), and representatives from cooperative institutions, Sher-e-Kashmir University of Agricultural Sciences and Technology of Jammu (SKUAST-J), the National Informatics Centre (NIC), and the Jammu and Kashmir Government Agency (JaKGA), along with other concerned agencies. The collective participation underscores the multi-stakeholder approach being adopted to leverage AgriStack data for the betterment of the agricultural sector in Jammu.
