Jammu and Kashmir is actively seeking to establish itself as a prime destination for Global Capability Centres (GCCs), with a strong emphasis on fostering a business-friendly environment, bolstering investor confidence, and implementing progressive policies aimed at generating substantial employment opportunities for the region’s youth. This strategic push was articulated by Chief Minister Omar Abdullah during the virtual address at the GCC Summit-2026, held at the Indian Institute of Management (IIM), Jammu.
Chief Minister Abdullah conveyed that Jammu and Kashmir possesses significant potential to emerge as an attractive hub for GCCs, urging all stakeholders to capitalize on the rapid advancements in emerging technologies and the momentum of innovation-driven growth. The Chief Minister further advocated for leveraging the Union Territory’s inherent strengths across diverse sectors, including agriculture, horticulture, manufacturing, tourism, handicrafts, information technology, and services, as a means to achieve broad-based economic diversification.
The summit, a two-day event hosted by IIM-Jammu in collaboration with the Jammu and Kashmir Government and with NASSCOM serving as the knowledge partner, commenced at the institute’s campus. The gathering brought together a distinguished assembly of senior government officials, prominent industry leaders, seasoned GCC experts, influential policymakers, and respected academicians. Their collective objective was to deliberate on strategies essential for positioning the Union Territory as a burgeoning GCC destination.
During the summit, Chief Secretary Atal Dulloo underscored the profound transformative impact that technology, particularly Artificial Intelligence, is expected to have on the future landscape of business operations and the evolution of GCCs. He emphasized that transparent governance, streamlined regulatory processes, and efficient administrative systems are critical pillars for building and sustaining investor confidence. Dulloo also highlighted the significance of the Union Territory’s established single-window clearance framework, which is designed to simplify and expedite the processes for enterprise establishment and expansion.
Kumar Rajeev Ranjan, Secretary for Labour and Employment, addressed the crucial aspect of skill development and industry-aligned education. He stressed their importance in adequately preparing the local youth to seize emerging opportunities within the GCC sector. Ranjan posited that GCCs could play a pivotal role in bridging the existing gap between industry requirements and the available talent pool, thereby supporting talent retention within the region and fostering the creation of high-value employment avenues.
Professor B.S. Sahay, Director of IIM Jammu, remarked that the summit serves as an indispensable platform for translating Jammu and Kashmir’s considerable potential into concrete opportunities for investment, innovation, and employment. He reiterated the necessity for forging strategic partnerships, embracing digital transformation, cultivating industry-relevant skills, and ensuring sustained collaboration among government bodies, industry players, and academic institutions. Discussions on the inaugural day of the summit primarily centered on practical approaches to leveraging local talent, enhancing both digital and physical infrastructure, improving the overall business environment, and ensuring that the skills developed by the local workforce are closely aligned with the evolving demands of global industries. The event facilitated significant interaction, with participation from approximately 45 organizations, over 55 industry leaders, and more than 300 delegates, creating a dynamic platform for collaboration among policymakers, industry representatives, and academia.
