Jammu and Kashmir is set to bolster its disaster management capabilities through a series of strategic initiatives, including a partnership with the United Nations Development Programme (UNDP) and the acquisition of advanced technological tools. The State Executive Committee (SEC) of the Department of Disaster Management, Relief, Rehabilitation & Reconstruction (DMRR&R), led by Chief Secretary Atal Dulloo, recently approved these measures in a meeting focused on strengthening disaster mitigation, preparedness, and response mechanisms across the Union Territory.
The SEC, which included Additional Chief Secretary of Finance, Principal Secretary of DMRR&R, Commandant General of SDRF, Commissioner Secretary of Law, and Secretary of Revenue, considered several key agenda items related to disaster resilience. The approved decisions aim to enhance the administration’s institutional and operational capacity to effectively manage natural disasters and emergencies. One of the most significant decisions was the formal approval to partner with the UNDP for implementing disaster mitigation measures in various districts of Jammu and Kashmir. The committee also approved the formation of a Project Steering Committee to oversee the coordination and effective implementation of the program. The Principal Secretary of DMRR&R will head the committee, with UNDP co-chairing alongside members from relevant departments. This collaboration is intended to bring international expertise and resources to the region, enhancing its ability to prepare for and respond to disasters.
Recognizing the importance of technology in disaster management, the SEC also approved the procurement of Digital Terrain Models (DTMs) for vulnerable districts. These models will facilitate the simulation, prediction, and mitigation of natural disasters, providing valuable insights for planning and response efforts. Furthermore, the committee approved the procurement of satellite phones for high-risk subdivisions and tehsils across all districts. This initiative aims to ensure seamless communication during emergency situations and disaster events, addressing a critical need for reliable connectivity in remote areas.
The meeting also addressed the need for specialized expertise in dealing with different types of disasters. The SEC discussed the formation of hazard-specific task forces for earthquakes, floods, Glacial Lake Outburst Floods (GLOF), and landslides. These task forces will consist of experts and members from national and local institutions, including IITs, universities, and other technical organizations. The goal is to provide specialized inputs for disaster risk reduction and preparedness planning, ensuring that the region has access to the best available knowledge and skills.
In another significant decision, the SEC revalidated funds amounting to Rs 10.69Cr for the procurement of rescue and emergency response equipment. This equipment is specifically intended to ensure the safe, secure, and efficient conduct of the annual Shri Amarnathji Yatra in Jammu and Kashmir, a major pilgrimage that draws hundreds of thousands of devotees each year. The investment reflects the government’s commitment to protecting pilgrims and managing potential risks associated with the Yatra.
Chief Secretary Dulloo emphasized the importance of robust preparedness, coordinated response mechanisms, and the adoption of modern technology-driven systems to minimize risks and strengthen resilience against disasters across the Union Territory. The initiatives approved by the SEC represent a comprehensive approach to disaster management, integrating international collaboration, technological upgrades, and specialized expertise to protect the region and its people.
