J&K CM Pushes for Transparent, Efficient Urban Development in Srinagar

Jammu and Kashmir Chief Minister Omar Abdullah has underscored the critical need for transparent, efficient, and sustainable urban development across the region, with a particular focus on ensuring that all projects under the Srinagar Development Authority (SDA) are executed within stipulated timelines and in strict adherence to planning norms and the public interest. These directives were issued during the 84th meeting of the Srinagar Development Authority (SDA) Board of Directors, held at the Civil Secretariat.

During the deliberations, the board reviewed the progress made in implementing decisions from the previous meeting, alongside a comprehensive examination of various urban development facets. This included discussions on urban infrastructure, housing initiatives, organizational reforms, land management strategies, and the overall execution status of ongoing projects managed by the Authority. Information reaching TahirRihat.com suggests that the Board took note of the action taken report, which detailed progress in identifying land for essential public infrastructure, advancements in development projects, the engagement of crucial technical personnel, and other administrative measures implemented by the SDA.

A significant portion of the meeting was dedicated to reviewing the status of major urban development projects spearheaded by the SDA. Among these were the proposed satellite township at Rakhi Gund Aksha in Bemina, the development of commercial assets, various housing projects, and other infrastructure enhancements aimed at elevating the urban living standards in Srinagar. Chief Minister Abdullah, in his remarks concerning the proposed satellite township and other upcoming housing ventures, emphasized the importance of conceptualizing and constructing urban spaces that are not only well-planned and aesthetically pleasing but also highly livable. He stressed that housing developments must integrate comprehensive civic and social infrastructure, encompassing essential amenities such as schools, parks, playgrounds, and shopping facilities, while also prioritizing quality landscaping and attractive surroundings to enhance the overall urban environment.

The meeting also addressed measures to bolster the institutional capacity of the SDA. Discussions included the formulation of recruitment rules, the implementation of welfare programs for employees, and strategies to improve planning and development activities. The Board reviewed proposals related to the revision and implementation of the Srinagar Master Plan, the preparation of zonal development plans, the effective management of commercial assets, the development of public infrastructure, and the budgetary estimates for the Authority’s operations. Chief Minister Abdullah reiterated his call for transparent, efficient, and sustainable urban development, issuing a clear directive that all projects must be implemented within defined timeframes, with an unwavering commitment to planning standards and the public good. He highlighted the necessity of strengthening institutional frameworks and enhancing the delivery of civic and urban services to effectively meet the escalating demands of the city. The Chief Minister urged the SDA to prioritize large-scale housing projects to address the growing housing needs of Srinagar and to concurrently improve parking facilities in the city’s congested areas.

Further underscoring the need for strategic urban planning, the Board specifically addressed the planned development of the Batmaloo area and the imperative of making the Sangarmal Shopping Centre fully operational. Directions were also issued for the development of vacant land parcels adjacent to Sangarmal, with a focus on undertaking key projects at these sites. In a separate but related development, Chief Minister Omar Abdullah also laid the foundation stones for two significant sewerage infrastructure projects in Srinagar. These projects are designed to enhance wastewater treatment capabilities and improve overall urban sanitation within the city. The initiatives include the augmentation and upgrading of the 17.08 Million Liters per Day (MLD) Sewage Treatment Plant at Brarinambal, a project estimated to cost Rs 12 crore, and the construction of a new 2.5 MLD Sewage Treatment Plant, coupled with 3.95 kilometers of sewer lines, at Chattabal, with an estimated cost of Rs 14.54 crore. These works are being executed under the Capital Expenditure (Capex) Programme by the Urban Environmental Engineering Department (UEED), Kashmir.
