Jammu and Kashmir school education authorities have initiated a comprehensive review of all textbooks to identify and remove any content deemed inappropriate or objectionable. This directive follows the recent suspension of eight officials and supervisory staff within the School Education Department by Lieutenant Governor Manoj Sinha, a move prompted by the discovery of books containing “separatist content” in government schools.

The order, issued by the Directorate of School Education in Kashmir, mandates that all heads of government schools, recognized private schools, and coaching institutions conduct a thorough screening of both recently acquired and older publications. This review is to encompass all materials housed within their respective jurisdictions, including offices, classrooms, staffrooms, and school libraries. The primary objective of this extensive screening process is to ensure that no book contains material that could potentially violate religious sentiments, be unsuitable for student consumption, or contravene prevailing laws in a manner that could jeopardize national interests. Furthermore, all educational materials must now align with the age-appropriate guidelines established by the National Education Policy, 2020. They must maintain detailed records of the screening process and ensure strict adherence to these instructions within the stipulated timelines. A compliance report is to be submitted to the concerned chief education officer or zonal education officer.

In instances where objectionable content is identified, a detailed report must be submitted to the respective chief education officer or zonal education officer within seven days of the circular’s issuance. The zonal education officers are then tasked with scrutinizing and consolidating all reports received from schools and coaching centers under their purview. These consolidated reports are to be submitted to the office of the chief education officer by July 15. Subsequently, the chief education officers of the Kashmir Division are to forward any such reports to the Directorate of School Education, Kashmir, by July 17. The authorities have emphasized that any failure to comply with these instructions will be viewed with extreme seriousness and will result in appropriate disciplinary action against the defaulting officers, in accordance with applicable rules.

The directive underscores a heightened focus on the ideological content within educational materials in the Union Territory.
