J&K CM Reviews Muharram Preparations, Directs Enhanced Civic Amenities

Jammu and Kashmir Chief Minister Omar Abdullah convened a high-level meeting on Monday to meticulously review the arrangements being put in place for the seamless observance of Muharram across the Union Territory. The comprehensive meeting saw the participation of key government officials, including Deputy Chief Minister Surinder Kumar Choudhary, Ministers Sakina Itoo, Javed Rana, Javid Ahmad Dar, and Satish Sharma, alongside legislators, representatives from Shia organizations, religious clerics, members of civil society, and community leaders. Imran Raza Ansari, President of the All J&K Shia Association, was also present.

Addressing the assembled dignitaries, Chief Minister Abdullah emphasized that preparations for Muharram had been a sustained effort, with the meeting serving as a crucial juncture to assess progress and identify any outstanding requirements. The Chief Minister articulated that the gathering provided a vital opportunity for collective review, evaluation of accomplishments, and assurance that all remaining tasks would be completed well in advance of the observance. He highlighted that Deputy Commissioners, elected representatives, community leaders, and departmental officers had already engaged in extensive consultations at the grassroots level, underscoring the government’s unwavering commitment to ensuring a coordinated and efficient execution of all arrangements.

A significant focus of the deliberations was the imperative of ensuring uninterrupted power supply. In response to concerns voiced by public representatives and community leaders, the Chief Minister issued explicit directives to the Power Development Department. He mandated the provision of regular electricity supply to all major congregation venues and along procession routes. Furthermore, he stressed the critical need for robust backup arrangements, including the deployment of generators and battery-inverter systems at key congregation points to preempt any potential disruptions. The Chief Minister also instructed the concerned departments to investigate the feasibility of integrating rooftop solar installations at prominent Imambaras throughout Jammu and Kashmir, signaling a forward-looking approach to energy management.

The review extended to drinking water arrangements, with the Chief Minister directing the Jal Shakti Department to guarantee an uninterrupted supply of potable water in all affected areas. He underscored that water tankers deployed during Muharram must provide clean drinking water and that static distribution points should be established in locations where tanker movement might be challenging or where large gatherings are anticipated. Sanitation measures were also thoroughly examined, prompting the Chief Minister to direct Urban Local Bodies to intensify cleaning operations around Imambaras, procession routes, and major congregation venues. He further instructed the authorities to deploy additional manpower wherever necessary and to ensure continuous sanitation services throughout the entire Muharram period. Referencing earlier directives, he called for close collaboration between municipal authorities and the Fire and Emergency Services Department to facilitate road washing and cleaning operations using high-pressure fire tenders where deemed essential.

In terms of health preparedness, Chief Minister Abdullah mandated the Health and Medical Education Department to deploy adequate medical personnel, ambulances, critical-care ambulances, emergency response teams, and medical camps at strategic locations. He emphasized that all healthcare arrangements must remain fully operational throughout Muharram to ensure timely medical assistance is readily available. The Chief Minister also addressed road infrastructure, directing the Roads and Buildings Department to undertake necessary repairs and fill potholes along procession routes and in areas expected to host large gatherings. While acknowledging potential challenges in macadamisation due to supply chain disruptions, he nevertheless stressed the importance of leveling and making roads safe where full macadamisation could not be immediately achieved.

The Chief Minister further impressed upon the designated nodal officers the importance of accountability and responsiveness in managing Muharram arrangements. He directed all nodal officers to maintain accessibility to the public and to be available around the clock for prompt grievance redressal. During the meeting, Abdullah assured participants that the government would consider a dedicated budgetary allocation in the upcoming fiscal year to bolster Muharram-related infrastructure and arrangements. He explained that such a provision would empower departments to commence preparatory works well in advance, thereby facilitating the smooth conduct of Muharram across Jammu and Kashmir. Earlier in the proceedings, legislators, representatives of Shia organizations, clerics, civil society members, and community leaders had articulated their concerns regarding electricity supply, drinking water, road connectivity, sanitation, healthcare facilities, and other public services. The Divisional Commissioners of Kashmir and Jammu also presented detailed reports on the arrangements being finalized in their respective divisions, informing the meeting about extensive field visits, public outreach programs, and inter-departmental coordination meetings that had taken place.
