A high-level parliamentary committee has put forth a significant recommendation for the establishment of an integrated security and surveillance framework to bolster safety at prominent tourist and pilgrimage sites across Jammu and Kashmir. This proposal comes in response to escalating concerns regarding the security of locations that experience substantial visitor footfall, including popular destinations like Sonmarg, Gulmarg, the revered Vaishno Devi shrine, and the sacred Amarnath cave. The committee’s report emphasizes the need for comprehensive CCTV coverage, centralized monitoring facilities, and a rigorous schedule of regular vulnerability assessments and periodic security audits for all such critical sites.
The impetus for these recommendations stems from a recent visit by members of the Parliamentary Standing Committee on Home Affairs to major tourist attractions in Jammu and Kashmir and Ladakh, as well as strategic high-altitude military posts in Drass and Kargil. Information reaching Tahir Rihat suggests that the committee underscored the dynamic nature of contemporary security threats, advocating for sustained investment in integrated intelligence, surveillance, and reconnaissance capabilities. This includes the deployment of advanced counter-drone systems, the establishment of secure communication networks, and the development of indigenous technologies suited for high-altitude environments.
Further elaborating on its findings, the committee has urged the Ministry of Defence to ensure the prompt procurement and deployment of these essential security systems. It also stressed the importance of undertaking regular technological upgrades across all strategically vital sectors to maintain an effective defense posture. The panel’s report explicitly references the tragic terror attack in Pahalgam last year, which resulted in the deaths of 25 tourists and a local pony operator in the Baisaran meadow. In light of this incident, the committee has recommended the formulation and review of clear inter-agency standard operating procedures (SOPs) before the commencement of each peak tourist season. This proactive measure is intended to guarantee a coordinated and swift response to any security-related incidents that may arise, thereby safeguarding both domestic and international visitors.
While acknowledging and commending the efforts undertaken by the Jammu and Kashmir administration in establishing robust emergency response systems and ensuring medical preparedness at key tourist destinations, the committee also highlighted the inherent challenges. These include the difficult terrain, unpredictable adverse weather conditions, and the seasonal surge in visitor numbers. To address these issues, the panel has recommended the establishment of dedicated emergency response units at all high-footfall destinations. These units would be equipped with adequately resourced ambulances, trauma-care facilities, and clearly demarcated evacuation routes to facilitate swift and efficient handling of emergencies.
In a bid to enhance visitor safety and awareness, the committee has also proposed that emergency contact numbers and essential safety instructions be prominently displayed in multiple languages at hotels, transport hubs, and various tourist facilities. This multilingual approach aims to ensure that all visitors, regardless of their origin, are well-informed and can easily access critical information in times of need. The committee expressed appreciation for the coordinated deployment of personnel from the Jammu and Kashmir Police, the Central Reserve Police Force (CRPF), and other Central Armed Police Forces at popular locations like Sonmarg and other major tourist areas, recognizing their crucial role in maintaining order and security.
However, the panel also suggested that the existing inter-agency coordination mechanisms be further institutionalized. This would involve the implementation of a unified command-and-control framework, the clear definition of responsibilities among different agencies, and the establishment of protocols for real-time information sharing. Such a framework is expected to streamline operations and improve the overall effectiveness of security responses. The committee’s observations during its visit to forward areas in Drass and Kargil also shed light on the critical factors underpinning round-the-year operational readiness. These include the necessity of reliable transportation networks, adequate stocking of essential supplies, resilient communication links, and suitable accommodation for personnel stationed in these challenging high-altitude regions.
Consequently, the committee has recommended an accelerated pace of development for all-weather roads, tunnels, and bridges in these strategic sectors. Furthermore, it has called for the establishment of advanced storage facilities, forward logistics hubs, and the creation of alternative supply routes to ensure sustained operational capability and logistical support for security forces. The committee’s comprehensive report aims to create a more secure and resilient environment for tourism and pilgrimage in Jammu and Kashmir, addressing both immediate security needs and long-term strategic requirements.
