The Jammu and Kashmir administration is actively working towards the establishment of an Artificial Intelligence (AI) Centre of Excellence, a move designed to foster a regional AI ecosystem and accelerate its digital transformation agenda. This initiative was formally communicated to the legislative assembly on Thursday, signaling a significant step in the Union Territory’s technological advancement plans.
In a written response provided to Zadibal MLA Tanvir Sadiq, the government articulated its commitment to promoting AI and other cutting-edge technologies within Jammu and Kashmir. This push is an integral part of broader strategies focused on digital transformation and development driven by technology. Information reaching Tahir Rihat suggests that a meticulously planned, phased, and coordinated approach is being adopted to cultivate a robust AI ecosystem. This comprehensive strategy encompasses the development of essential technological infrastructure, enhancement of institutional capacity, targeted skill development programs, fostering research and innovation, encouraging entrepreneurship, and the practical deployment of AI-driven solutions across various governmental and public sectors.
The Department of Information Technology, serving as the principal agency for IT and digital initiatives in Jammu and Kashmir, is at the forefront of facilitating these endeavors. It is actively collaborating with key national bodies, including the Ministry of Electronics and Information Technology, the Indian Institute of Technology (IIT) Jammu, and the Bhaskaracharya National Institute for Space Applications and Geo-informatics. Furthermore, partnerships are being forged with academic institutions, industry leaders, and other relevant stakeholders to ensure a holistic and effective implementation of the AI strategy.
The government has officially initiated the process for establishing the AI Centre of Excellence within the Union Territory. This proposed center is envisioned to be equipped with state-of-the-art AI laboratory facilities, advanced computing infrastructure, and dedicated incubation and innovation hubs. It will also provide crucial support for research activities, specialized skilling initiatives, and the development of innovative AI-based solutions tailored to the region’s needs. The establishment of such a center is expected to be a catalyst for technological growth and a hub for AI expertise in the region.
A comprehensive, ‘whole-of-government’ approach is being adopted to identify and implement suitable AI use cases across different government departments. The primary objectives behind these implementations are to significantly enhance the efficiency of existing processes, enable more informed, evidence-based decision-making, and ultimately improve the delivery of citizen-centric services. This integrated strategy aims to leverage AI to create a more responsive and effective governance framework.
Beyond the AI Centre of Excellence, the administration is also exploring the development of robust IT and IT-enabled Services (ITeS) infrastructure, including the establishment of dedicated IT Parks within the Union Territory. To maximize resource utilization and foster AI skills, the government plans to leverage existing institutional facilities, such as ITIs (Industrial Training Institutes) and Polytechnics. These institutions will be instrumental in imparting AI-related skills and providing access to essential laboratory and learning centers, thereby creating a wider pool of skilled professionals.
In line with this vision, the establishment of AI Labs, AI Learning Centers, and further Centers of Excellence is proposed at strategically identified institutions and locations. This expansion will be carried out in a phased manner, dictated by specific needs, resource availability, and the presence of adequate infrastructure and technical expertise. The emphasis will be on optimizing the use of existing facilities while simultaneously creating sustainable AI capabilities that can benefit the entire Union Territory. This systematic approach ensures that the development of AI infrastructure is both practical and impactful, aligning with the long-term goals of digital advancement for Jammu and Kashmir.
