Jammu Reserved Category Employees Urge Swift Transfer Policy Notification

Jammu Reserved Category Employees Urge Swift Transfer Policy Notification

The All Jammu-Based Reserved Category Employees Association Kashmir (AJBRCEAK) has formally requested the government to accelerate the development and official announcement of a comprehensive transfer policy specifically designed for Jammu-based reserved-category employees currently serving within the Kashmir Division. The association has voiced significant concern over the protracted delay in finalizing this crucial policy, which has reportedly led to growing unease among the affected employees and their families.

Information reaching Tahir Rihat suggests that the government’s recent response in the Legislative Assembly, in reply to a query posed by Kathua MLA Bharat Bhushan, has done little to assuage these concerns. According to Vipen Kumar, the chairman of AJBRCEAK, the government’s statement merely reiterated its previous stance without providing any indication of tangible progress or a defined timeline for the policy’s notification. Kumar articulated his disappointment, stating that when the latest reply is compared with the government’s earlier position, there appears to be no visible movement towards a final, time-bound decision. He emphasized that the mere assertion that the matter is under examination is insufficient, as employees require clarity and a definitive resolution to their long-standing issues. The association has consistently questioned the prolonged pendency of this process, particularly given that the issue has been under consideration for several years and has been repeatedly brought to the attention of both the government and the administration.

The AJBRCEAK has been advocating for a structured and systematic mechanism to address the specific concerns of Jammu-based reserved-category employees who are posted in the Kashmir Valley. This demand has been a consistent point of discussion, and the matter has been escalated to senior government authorities on numerous occasions. The association has highlighted that the genuineness of the issue has been acknowledged by leaders across both the government and the opposition benches. Despite this widespread recognition, the absence of a concrete policy framework continues to be a source of frustration. Kumar further stressed that if the issue is indeed recognized as legitimate by political leadership, there should be no justifiable reason for an indefinite delay in its resolution. He called for the establishment of a time-bound mechanism to ensure the completion of the committee’s work and the subsequent finalization of the policy.

The core of the employees’ demand revolves around the need for a predictable and equitable system for transfers, particularly for those from reserved categories who have been serving in a region different from their home district for extended periods. Such policies are often implemented to ensure fair distribution of personnel, provide opportunities for employees to serve in their home regions, and address personal and familial needs. The prolonged absence of a clear policy framework can lead to uncertainty regarding career progression, personal well-being, and the ability to manage family responsibilities effectively. The AJBRCEAK’s persistent efforts underscore the significant impact that such administrative delays can have on the morale and professional lives of government employees.

The government’s acknowledgment of the issue, as indicated by the response in the Legislative Assembly, suggests that the matter is indeed on the administrative radar. However, the lack of specific timelines or concrete steps outlined in the government’s reply has amplified the employees’ apprehension. The association’s chairman, Vipen Kumar, has been a vocal proponent of a time-bound approach, advocating for a structured process that includes defined stages and deadlines for decision-making. This approach, he argues, would instill confidence among the employees and demonstrate a genuine commitment to resolving their concerns in a timely manner. The repeated raising of the issue before administrative and governmental bodies signifies the persistent nature of the problem and the growing urgency for a resolution.

The implications of a well-defined transfer policy extend beyond individual employee satisfaction. It can contribute to improved administrative efficiency, better utilization of human resources across different divisions, and can also play a role in fostering a sense of inclusivity and fairness within the government workforce. For reserved category employees, who may face unique challenges or have specific needs, a tailored policy can ensure that their service conditions are managed with due consideration. The ongoing delay, therefore, not only affects the immediate concerns of the employees but also has broader implications for governance and employee welfare in the region. The association’s plea for an expedited process highlights the critical need for administrative responsiveness and proactive policy formulation to address the legitimate grievances of its members.
