A significant legal milestone was achieved across Jammu and Kashmir as the third National Lok Adalat of the year successfully resolved and disposed of over 23,000 cases in a single day. The initiative, aimed at facilitating swift, cost-effective, and amicable dispute resolution, saw a total settlement and compensation amount exceeding Rs 176 crore. This extensive outreach underscores the growing reliance on alternative dispute resolution mechanisms within the Union Territory.
The 3rd National Lok Adalat was meticulously organized by the J&K Legal Services Authority, operating under the esteemed patronage of Justice Pushpendra Singh Bhati, the Chief Justice of the High Court of J&K and Ladakh, and Patron-in-Chief of the J&K Legal Services Authority. The event also benefited from the leadership of Justice Sanjeev Kumar, Executive Chairman of the J&K Legal Services Authority, and the guidance of Justice Sanjay Dhar, Chairperson of the High Court Legal Services Committee. Information reaching Tahir Rihat suggests that the organization of such large-scale judicial events is a testament to the commitment of the legal fraternity in Jammu and Kashmir to enhance access to justice for all citizens.
During the inauguration at the District Court Complex, Chief Justice Pushpendra Singh Bhati highlighted the profound impact of Lok Adalats on the justice delivery system. He emphasized that these forums are more than just dispute resolution mechanisms; they are platforms designed to foster a win-win scenario for all parties involved. The Chief Justice articulated that Lok Adalats significantly save time, reduce the financial burden of litigation, and crucially, promote goodwill among disputants. He further encouraged the public to actively engage with this initiative, recognizing its role in achieving peaceful, timely, and amicable settlements. According to the Chief Justice, justice delivered through Lok Adalats serves to strengthen the fundamental principles of participatory and compassionate justice, aligning with the broader goals of judicial reform in the region.
The scope of matters addressed in this National Lok Adalat was comprehensive, encompassing a wide array of legal disputes. These included claims arising from motor vehicle accidents, sensitive matrimonial disputes, cases of cheque dishonor under the Negotiable Instruments Act, matters related to money recovery, various commercial disputes, and compoundable criminal offenses. This broad coverage indicates the versatility and effectiveness of the Lok Adalat system in handling diverse legal challenges that affect the daily lives of citizens. The official spokesperson confirmed that the Chief Justice, accompanied by Justice Sanjeev Kumar, jointly inaugurated the proceedings, setting a positive and collaborative tone for the day’s activities.
A ceremonial Guard of Honour was accorded to the Chief Justice, marking the significance of the event and the high regard for the judiciary. Following the inauguration, the Chief Justice and the Executive Chairman undertook visits to various Lok Adalat Benches. During these visits, they engaged directly with the presiding officers, members of the benches, legal practitioners, and the litigants themselves. This interaction provided valuable insights into the proceedings and allowed for direct feedback on the efficacy of the Lok Adalat system. The dignitaries expressed their satisfaction with the arrangements made for the smooth and efficient conduct of the Lok Adalat, and they personally witnessed the successful settlement of cases at multiple benches.
In a move to provide immediate relief, Motor Accident Claims Tribunal (MACT) compensation cheques were also distributed to eligible claimants during the event. This aspect of the Lok Adalat underscores its dual role in not only resolving disputes but also in ensuring that victims receive timely financial support, thereby mitigating the hardships caused by accidents. The distribution of these cheques offered tangible evidence of the positive outcomes facilitated by the Lok Adalat system, extending much-needed assistance to beneficiaries.
Data compiled from various Legal Services Institutions across Jammu and Kashmir revealed the scale of the day’s achievements. A total of 32,908 cases were brought before 163 Benches constituted for the National Lok Adalat. Out of these, an impressive 23,213 cases were amicably settled and disposed of, demonstrating a high success rate. The total financial value of these settlements and compensation amounted to an substantial Rs 1,76,22,29,397. The spectrum of settled matters was broad, including motor accident claims, civil and criminal cases, labor disputes, utility bill disputes concerning electricity and water, land-related disputes, family conflicts, cheque dishonor cases, and bank recovery matters. The successful resolution of these diverse issues is expected to contribute significantly to reducing the backlog of cases in the formal court system and promoting a more harmonious society.
