Jammu and Kashmir Chief Secretary Atal Dulloo has spearheaded a high-level review of a proposed ‘Data Management Strategy and Action Plan,’ a critical initiative designed to forge a secure, interoperable, and citizen-centric data ecosystem across all government departments. This strategic move aims to significantly advance digital governance and streamline the delivery of public services throughout the Union Territory.
The core objective of this proposed framework is to establish an integrated system for the secure sharing and harmonization of government data. This will empower departments to access authenticated information through authorized digital platforms, thereby eliminating the need for citizens to repeatedly submit the same documents for various services. The strategy is designed to establish a ‘Single Source of Truth’ by preserving the integrity of original departmental datasets while facilitating secure, API-based information exchange among authorized users. This approach is expected to underpin evidence-based governance, optimize planning processes, and enhance the monitoring of developmental programs across the Union Territory.
